Retrieves fallback data for vehicle prefill when VIN lookup fails.

Parameters
----------
quote_id : str, required
    The ID of the quote to determine location and renewal status
vehicle_year : int, required
    The year of the vehicle
cost_new : decimal, required
    The cost of the vehicle when new (decimal with 2 decimal places)

Returns
-------
dict
    Fallback data with:
    - symbol_comprehensive : int
        The comprehensive symbol value
    - symbol_collision : int
        The collision symbol value

Raises
------
NotFound
    When either:
    - No fallback table is configured ("No fallback table is configured")
    - No results match the provided year and cost ("No results matching that year and cost")
    - Quote ID is not found
BCValidationError
    When quote_id, vehicle_year or cost_new is not provided
