alerts

Code
Manually trigger sending of scheduled alerts.
Uses current datetime to determine which alerts are ready to be sent.
This matches the behavior of the scheduled cron job.

Returns
-------
success : bool
    True if successful, False if not
messages : list of str
    List of human-readable error messages
data : dict
    Statistics about the operation:
    - sent_count: Number of alerts successfully sent
    - skipped_count: Number of alerts skipped (missing note, invalid email, etc.)
    - error_count: Number of alerts that failed to send
