Attaches the provided file to an entity.

The input and output formats of this function are defined by the JSON schemas
located at 'lib/api/api_specs/request-attach_file.json' and
'lib/api/api_specs/response-attach_file.json', respectively.

Attaches provided file to a policy.

Parameters
----------
policy_number: str
    Optional. If provided, will be used to find the policy. If not provided, revision_id must be provided.
revision_id: str
    Optional. If provided, will be used to find the policy. If not provided, policy_number must be provided.
    If both are provided, policy_number will be used.
folder_name: str
    Required. Folder name to attach file to. The folder will be created under the policy if it does not exist.
attachment: str
    Required. Base64-encoded file content.
title: str
    Required. File name.
mime_type: str
    Required. File MIME type.
set_file_private: bool
    Optional. If true, set the file to private. Defaults to False.
set_folder_private_if_new: bool
    Optional. If true, set the folder to private if the folder does not already exist. Defaults to False.
date_added: bool
    Optional. Set when the file was added. Defaults to now.
    Format: YYYY-mm-ddTHH:MM:SSZ  (e.g. 2020-01-01T12:00:00Z). This is UTC time.

success : bool
    True if completely successful, false if not
messages : list of str
    List of human-readable error messages
data : dict
    A dictionary containing the following:
