Get catastrophes applicable to a claim based on date, perils, and location restrictions.

Code
``loss_date`` is optional. During FNOL the claim's ``loss_date`` column may
not be persisted yet when the dialog is opened (the form auto-saves with a
debounce); callers pass the form's current value so results do not depend
on the save race. When omitted, the persisted ``claim.loss_date`` is used.
