Retrieves a list of claim changes.

Parameters:
    params (dict): A dictionary containing the request data.
        - id (str): The ID of the claim.
        - from_date (str, optional): The start date for the date range filter.
        - to_date (str, optional): The end date for the date range filter.

Returns:
    list: A list of serialized claim changes.

Raises:
    BCValidationError: If the claim ID is not provided in the request data.
