Fires when an agent submits a bound application that waits for review. This is the event of the "Application submitted (Bound)" admin alert. It fires where that alert is sent, also when the alert's email list is empty, together with QuoteSubmittedForUwReviewEvent. revision_id is the revision the alert routes by (policy type and state).
