Fires when an agent submits a policy change that waits for review. This is the event of the "Policy Change submitted" admin alert. It fires where that alert is sent, also when the alert's email list is empty. revision_id is the revision of the change, which the alert routes by (policy type and state). effective_date is the date the change starts.
