Create a reinsurance contract.

contract : dict
    ``contract_id`` (required), ``description``, ``type`` (Quota Share, Surplus Share, Per Risk XL,
    CAT XL or Aggregate XL), ``losses_incurred_threshold`` (kept for Per Risk XL only, 0 otherwise),
    ``retention_choice``, ``reinsurers`` (``contact_id`` of an organization, or null for a row whose
    reinsurer is not picked yet, and ``ceded_factor`` from 0 to 1, totalling 1 or less; each reinsurer is
    put in the Reinsurer role), ``terms`` (``retention_type``,
    ``start_date``, ``end_date`` and its amounts) and ``policy_type_definition_codes``.

Returns
-------
dict
    The contract, as ``list_reinsurance_contracts`` returns it.

Create an organization contact in the Reinsurer role (the page's "Add new Reinsurer").

Up to 20 active organizations matching query in the contact search, whatever their roles (a contract puts its reinsurers in the Reinsurer role when it is saved). Contacts in roles the user may not see are left out, as on the Contacts list.

Replace a reinsurance contract.

    The contract's ``id``.
contract : dict
    The whole contract, as ``create_reinsurance_contract`` takes it. A reinsurer or term sent with its
    ``id`` is updated in place (claim recoveries point at reinsurer rows); one left out is removed.
