Domain event for the claims "Services" abstraction (BC-24318). Published on meaningful ClaimService transitions so a Rules / Task-Automation system can consume them and create claim tasks / alerts per carrier config -- the producer never creates tasks itself (the pattern PM endorsed on BC-22871: publish the event, let Task Automation act on it). One class, with the transition folded into the topic (claims.claim_service_<transition>) so a rule can match a specific signal (e.g. awaiting_carrier_decision). Emits to the EVENT integration only (no internal workflow submit); synchronous internal handling is a no-op, so no schema registry / celery lookup is needed.
